I know the principal at Biometrics4All, and can clarify that the "all" does not mean all PEOPLE, but all POLICE AGENCIES. A live-scan workstation is much more expensive than a card and some ink, and the company is trying to enter the market with a cost-effective system that the small agencies can afford...and an intuitive system that the agencies can use.
